  THE RULE OF HARMONIOUS CONSTRUCTION OF STATUTES It may sometimes happen that two or more provisions of the same statute are repugnant with each other, in such cases the Court attempts to construe the conflicting provisions in such a manner, if possible, as to give effect to both of them by harmonizing them with each other.
